Jury Procedural Requirements

Race officials are reminded that there are certain procedures that must be observed when appointing and seeking approval for a national or international jury and denying competitors’ right to appeals.

Events have the ability to appoint national or international juries that allow for final results there and then without the risk of a drawn-out appeal. This is a wonderful service to competitors and should be used when possible.

When doing so however, there are certain procedural requirements that need to be observed. The full requirements are in the RRS. Assuming the jurors being used meet the minimum requirements of a national or international jury organisers need to note:

When applying for approval for a national jury:
• The prescription to rule 70.5 applies; Australian Sailing’s approval is required, and the approval should be included in the notice of race and shall be included in the sailing instructions.
• Addendum A applies.
    - An application for appointment of a national jury shall be made in writing to Australian Sailing at least one month before the notice of race is issued
    - The race officer in charge of course shall be as, a minimum, an accredited State Race Officer or when there are multiple course areas the principal race officer who shall be, as a minimum, an accredited National race officer.
    - The notice of approval is displayed on the official event notice board
    - Advice of the denial of appeal should be included in the notice of race and sailing instructions

When applying for an international jury:
• The prescription to rule 91 applies; Australian Sailing’s approval is required, and as a minimum the race officers in charge of course areas shall be National Race Officers.
• Appendix N1.8 applies; notice of its approval shall be included in the sailing instructions or be posted on the official notice board.
