Update to Officials Resources page

Changes and updates have been made to the Officials Resources page on the Australian Sailing website.
Australian Sailing provides useful regatta resources designed to assist accredited officials to conduct racing. The resources are broken up into the various officiating streams: Judge, Measurer, Race Officer and Umpire. These resources have recently been overhauled with the generous assistance of Louise Davis IRO. Race officials will find all the updates in place.
